The U.S. population age 65 and older will grow from 55 million in 2020 to 80+ million by 2040.

More than two-thirds of people will need some form of long-term care in their lifetime, and two-in-five will need care for two or more years.

Who We Are

Standing with Seniors is led by Argentum, the nation’s largest non-profit association representing senior living communities and their residents and caregivers. Senior living—comprised of assisted living, memory care, independent living, and continuing care communities—is a cost-effective long-term care (LTC) model, providing 24-hour care to nearly two million older Americans. 

Assisted living is the most cost-effective long-term care setting.
Compared to other long-term care providers, assisted living offers lower costs, improved quality of life, better health outcomes, and reduced health care costs. The average annual cost for assisted living is $64,200 compared to $116,800 for a private room in a nursing home and $75,504 for a home health aide (based on 44 hours a week).
The resident-centered coordinated care model promotes social and preventative care, keeps senior healthier, and more active and engaged, leading to lower levels of hospitalization, reduced frailty levels and Medicare spending, and 9-in-10 residents reporting high satisfaction with their care and communities.

Federal Legislative Solutions

  • Expand Veterans Care Options. The Senator Elizabeth Dole 21st Century Veterans Healthcare and Benefits Improvement Act, signed into law in January 2025, establishes a three-year pilot program to furnish assisted living services to certain veterans. The VA should expand upon this program and allow all veterans to choose assisted living for their long-term care needs.
  • Increase Access and Affordability and Support the Workforce. The Caring for Seniors Act is bipartisan legislation that would increase access and affordability of assisted living and address the industry’s workforce development needs, by helping lower-income seniors receive affordable care in assisted living through cost-reduction program, saving Medicaid money; and re-targeting existing HHS and DOL workforce training programs like Job Corps, American Job Centers and others to offer specializations in senior care.
  • Promote Senior Socialization. The Care Across Generations Act is bipartisan legislation that would help foster intergenerational connections through the establishment of a grant program for assisted living and all long-term care settings to operate a qualified child care facility or contract with a qualified child care facility; the the Social Engagement and Network Initiatives for Older Relief (SENIOR) Act would help more seniors stay connected and promote socialization.
  • Support Tax Policies to Address Affordability and Workforce Needs.
    Support the use of flexible funding to pay for long-term care needs, such as refundable tax credits and existing savings accounts; support H.R. 1177 & S. 492, the Improve and Enhance the Work Opportunity Tax Credit Act; and H.R. 1151 & S. 756, the Freedom to Invest in Tomorrow’s Workforce Act.
