The House of Representatives voted 214-212 last week to pass H.R. 4, the Rescissions Act of 2025. The legislation was requested by the White House to formally pull back appropriated spending that the Trump administration deemed as wasteful. The $9.4 billion in rescissions includes $1.1 billion for public broadcasting and $8.3 billion in foreign aid. The package does not include any senior living-related priorities.
The recissions package will next be considered by the U.S. Senate, which only requires a simple majority for passage based on the Impoundment Control Act. The White House may seek additional rescission packages directed at other federal spending.
