The U.S. House of Representatives recently passed H. Res. 1299—an amended version of H.R. 6644, the 21st Century ROAD to Housing Act—by a vote of 396–13. Because the House bill differs from the version previously passed by the Senate, it will now return to the Senate for further consideration.
Argentum worked closely with the American Seniors Housing Association (ASHA) and the National Center for Assisted Living (NCAL) to address concerns with the Senate-passed language that could have unintended consequences for the senior living sector. While House Financial Services Committee Chairman French Hill (R-AR) and Ranking Member Maxine Waters (D-CA) initially supported revisions to clarify these issues, those changes were ultimately not included following pressure from the White House to align more closely with the Senate bill.
As currently drafted, the legislation includes provisions that may restrict certain property purchases, including those within senior living communities, with limited exceptions that apply only to new construction, renovations, and rental conversions. Without broader clarification, these provisions could impact existing senior housing communities and limit access for older adults.
In response, Argentum, ASHA, and NCAL are engaging with House leadership and advancing a strategy to include a joint explanatory statement as the bill moves back to the Senate. This type of guidance helps clarify congressional intent and can play an important role during the rulemaking process.
With the Senate currently in recess and facing a full legislative agenda this summer, the timeline for action remains uncertain. However, the legislation is a priority for the Administration, and it is urging swift passage. Argentum and its partners will continue working with lawmakers to ensure the final outcome protects access to senior housing and avoids unintended impacts on providers and residents.
