Last month, the House voted 214-212 to pass H.R. 4, the Rescissions Act of 2025. The legislation was requested by the White House to formally pull back appropriated spending that the Trump administration deemed as wasteful. The $9.4 billion in rescissions includes $1.1 billion for public broadcasting and $8.3 billion in foreign aid. The package does not include any senior living-related priorities.
The recissions package is now being considered by the U.S. Senate, which must act by this Friday, July 18. The Congressional Budget and Impoundment Control Act of 1974 only requires a simple majority for passage in the Senate; however, there is significant disagreement between what the House-passed package and the priorities of the Senate, including Senate Appropriations Chair Susan Collins (R-ME).
The White House may seek additional rescission packages directed at other federal spending later this year to reduce other discretionary spending. Argentum will closely monitor these efforts and any potential spending cuts related to long-term care.
